DOE will also examine the impact on manufacturers and will use an altered industry cash flow model adapted to this product type to estimate manufacturing NPV. Finally, DOE will consider the potential impact on small-business manufacturers and other manufacturer subgroups to determine if they could be disproportionately affected by these proposals.

DOE will also examine whether the test procedure for microwave ovens has to be revised to include active mode power consumption and an integrated energy use measure. Currently, tests only cover standby mode power consumption.
